The Collapse of Hong Kong’s Rule of Law

Since the introduction of the 2020 National Security Law (NSL), press freedom in Hong Kong has plummeted from 80th to 140th in the 2025 World Press Freedom Index. The Safeguarding National Security Ordinance (SNSO), enacted in March 2024, has further tightened legal restrictions, escalating penalties for dissent and hastening the erosion of the rule of law. 

Once celebrated as a global financial hub, Hong Kong is now frequently called a “relic” (國際金融中心遺址), marked by business closures and a mass exodus in pursuit of freedom and justice. 

For many Hongkongers, the rule of law is not merely “in grave danger“—it has already been lost. The phrase “法治已死” encapsulates their profound loss of trust in judicial independence.

HKROLIN’s Founding

At this historic crossroads, the Hong Kong Rule of Law Initiative (HKROLIN—rhyming with ‘Hong Kong Rollin’’) was formally established on 10 June 2025, marking the one-year anniversary of Lord Sumption’s warning upon his resignation. As the first dedicated constitutional watchdog and think tank of the NSL era, HKROLIN connects Hongkongers at home and abroad to defend judicial integrity, demand accountability, rebuild constitutional order, and restore the rule of law—rekindling hope and getting Hong Kong rollin’ again.
